Dr. Carroll A.
Baltimore Sr. is the First Vice President of the Progressive National
Baptist Convention, Incorporated (PNBC) and is the Senior Pastor of the
International Community Baptist Churches. Dr. Baltimore has planted
over 30 churches located in the USA, Africa, Philippines, India, Korea
and Jamaica. He has personally led 55 international crusades. He is a
leader in missions, evangelism, education, economic empowerment and
human rights, having served faithfully for over 40 years. He is an
international evangelist and has traveled to more than 40 countries.
His sermons have been heard primarily in the USA, Philippines, Africa
and in 135 other countries through his radio broadcasts and outreach
ministries.
Dr. Baltimore is
the Organizer and President of C.A.B. Outreach Ministries, Incorporated,
a non-profit organization that focuses on missions. 96% of all funds
donated are used for the mission work. His vision addresses the
spiritual, mental and physical needs of all peoples and nations,
particularly in developing countries. He successfully reaches across
cultural and religious barriers to preach, reach and teach, to win souls
for Jesus Christ. He developed the “C.A.B. Model” which involves
meeting people where they are in the local communities; and going to the
remote areas where others will not go, to spread the gospel of Jesus
Christ.
Dr. Baltimore
partners with local and international Pastors and leaders of
organizations to provide a better quality of life for individuals and
families in need. His organization has free medical clinics with
doctors and medical specialists providing health, dental and eye care;
specialized education, schools and learning facilities; programs for
economic empowerment for the disadvantaged, evangelistic crusades and
church planting. He is the Founder and President of C.A.B. Southern
Mindanao School of Theology, in the Philippines. He focuses on
equipping Pastors and laypersons that graduate from the C.A.B. schools
and places them in pioneer churches. In the Philippines, He is the
founder of the Carroll A. Baltimore Christian Academy (Elementary
School). A multi-purpose facility has been built that houses the
elementary school and Non-Formal Education programs where unprivileged
children and women receive a high school diploma. Under his leadership,
teams of pastors, missionaries and laypersons go to the mission field to
participate in and support the work.
Since
1973, Dr. Baltimore has served in several positions in the Progressive
National Baptist Convention, Inc. such as the Second Vice President,
Chair, Evangelism Board; and as a member of the Board of Publications
and Christian Education. He was the First Vice President, Eastern
Region and currently a member of the Progressive Virginia State
Fellowship. Dr. Baltimore is a member of the Board of Directors, Church
World Services, representing PNBC. He is a member of the Mission
Relationship & Witness Committee. He is the past-President of the
Alexandria Interdenominational Ministerial Alliance. Dr. Baltimore is a
life member of the Northern Virginia Baptist Association and has served
as the Chairman of Evangelism and Assistant Parliamentarian. He is a
member of the Alexandria Baptist Ministers’ Conference. As a member of
the Missionary Baptist Ministers’ Conference of D.C. and Vicinity, he
was pleased to preach at the 2006 Dr. E.L. Harrison worship service, in
recognition of this late past-president of the Progressive Baptist
Convention, Inc.
For four
consecutive years, he was appointed and served on the Board of Visitors
(Trustees) at George Mason University. In this position, he helped
shape, influence and guide the university in diversity and introduction
of extensive programs, including its law school, and other curriculum.
He was a member of the Citizen’s Advisory Committee and Consortium for
Continuing Higher Education and Project Advisor for Higher Education
Program in Northern Virginia and the City of Alexandria Mayor’s Special
Task Force for Teen & Adolescent Pregnancy. Also, the Board of Trustees
and Professor of Homiletics, Missions and Evangelism, Eastern
Theological Seminary, Virginia and the Board of Trustees, Epic Bible
College, Nigeria. Dr. Baltimore has been honored as the first African
American to volunteer/serve for over 24 years, as a Police Chaplain for
the Fairfax County, Virginia. He serves at the Headquarters Office and
was appointed an honorary Captain in the Fairfax County Police
Department for his extensive and selfless service to the community.
Dr. Baltimore was
elected as an At Large Delegate for Virginia to the National Summit on
Africa and introduced child labor and slavery policies that were sent to
Congress to influence U.S. Foreign policy for Africa. He is an
organizing member of the Virginia Coalition for Africa. He was a member
of the Children’s Defense Fund, Black Church Advisory Committee and
“Stand for Children” Program. He is a life member, NAACP, Fairfax
County Chapter, and has served as a leader in other civil rights
organizations and social justice programs. Dr. Baltimore is among the
notable leaders who endorsed and contributed to the Our Values,
Organizing, Tradition and Education (V.O.T.E.) Training Manual by
Reverend Romal J. Tune. He stated that the V.O.T.E. “is desperately
needed to enhance the prophetic voice…” and encourages leaders to use it
because it “provides the Church with a practical resource tool for
equipping, aiding and encouraging the local church to build a stronger
faith community of voters.
Dr. Baltimore
excelled in Theology, Greek, Psychology, and Liberal Arts. He graduated
from George Mason University, Virginia, and the International Seminary,
Florida earning his Bachelor, Master and Doctorate degrees with honors.
He has a Doctor of Ministry from the Eastern Theological Seminary,
Lynchburg, Virginia. He received his Associate Degree from the Luther
Rice College, that was located in Virginia. Dr. Baltimore also
graduated with honors from the Washington Baptist Theological Seminary,
Washington, D.C. He has been honored with numerous awards and accolades
for remaining steadfast and unmovable in the work of the Lord. For his
notable achievements in Missions and Evangelism, he received a Doctor of
Missiology from the Eastern Theological Seminary, Virginia; a Doctor of
Humane Letters from the Richmond Virginia Seminary, Virginia, for
promoting the well being of humanity through missions; and a Doctor of
Divinity from the International Seminary in Florida.
He is
married to Dr. Liz Baltimore. They are proud parents, grandparents and
mentors. |
